Richard Samit is the Founder and CEO of Fraser Forbes Real Estate Services , an award-winning industry leader in the Washington, DC region. Samit has been responsible for building the firm into one of the Mid-Atlantic's leading real estate companies. Since its founding in 1995, Fraser Forbes has consulted and transacted in excess of $5.5 billion in development sites, including over 650 separate projects encompassing over 60,000 residential lots and land entitled for over 8 million square feet of commercial development. In addition to the companies' best-in-class sales capabilities, Samit has created Fraser Forbes Management and Advisory Services Group, which provides local and regional market analysis, valuation underwriting, asset management and development solutions for our clients. His vision to help clients with much needed capital support brought about our Financing Services division which assists in raising real estate project equity and debt. He established the Richard O. Samit Charitable Fund of the Montgomery County Charitable Foundation which supports various organizations, is a member of the US Capital Chapter of Young Presidents Organization and serves as a member of the 2030 Group, a Washington DC Metropolitan based regional planning group. Mr. Samit holds a Bachelors of Arts in Political Science from the University of Connecticut.
With over 50 years in the real estate industry, Bruce Winston offers Fraser Forbes' clients the benefit of extensive experience and a successful track record within the development, home building and banking community. Since joining Fraser Forbes in 1999, Winston has been involved in transactions totaling over $1 Billion. He is a key leader of Fraser Forbes in all aspects of its business operations. In Bruce's five decades of doing business in the greater Washington, DC Metropolitan area, his deep rooted relationships and vast knowledge provides clients with expertise rarely seen in this industry. Winston's real estate career began in the early 1960's with Dorothy K. Winston & Company. From 1974 to 1998, he was a builder and developer involved in the acquisition, development, entitlement, financing and marketing of over 800 single family and town house homes as well as several hundred residential lots in the Washington, DC metropolitan area . Winston also developed an office building in Bethesda, Maryland. Winston served as president of the SMBIA (now MNCBIA) in 1983 and 1984.
Steve Coniglio brings with him 25 years of experience from a variety of real estate ventures. His expertise in several aspects of the land investment process, including land acquisition, planning, project entitlement, financing, development and sales is unrivaled by all but a select few in our industry. As one of the key leaders at Fraser Forbes, Steve is active in all lines of business throughout the geographic areas of Maryland, Virginia, the District of Columbia and other markets that we service from time to time. Prior to joining Fraser Forbes, Steve served as an executive with Sunbrook Partners' Washington, DC office where he was responsible for the acquisition of $100 million worth of projects, comprised of 2,400 lots and 300,000 square feet of retail. Before that, Steve served as the East Coast Principal for LandCap Partners, gaining invaluable experience working in most of the metropolitan markets up and down the East Coast. Steve was responsible for directing the launch of the KB Home Mid-Atlantic Division, where over the course of two years, he amassed $300 million in land assets in the DC MSA. He has also worked as the Division Director of Land Acquisition for Pulte Homes, which saw him assembling, acquiring, planning and entitling properties in six counties, two states and the District of Columbia. With his hands-on approach, large network of professional relationships and proven track record of successful collaborations with sellers, buyers, project consultants, citizen groups, politicians and municipal staff, Steve serves as an invaluable resource for Fraser Forbes' extensive array of clients. On top of his many accomplishments in the real estate industry, Steve holds degrees in Physics and Mathematics from The College of William & Mary, and served for 20 years as an officer in the Army Reserves.
Stephen Z. Kaufman is an Executive Vice President of Fraser Forbes Consulting Division. Over his long career as a lawyer and strategic advisor, he has built a reputation as a problem-solver who works to find solutions that benefit his clients, the community, and local government.
At Linowes and Blocher, Stephen has represented many private and publicly owned development, financial, and retail companies, including non-profits, religious institutions, developers, educational institutions, national REITs and Fortune 500 companies. He gained an insider’s view of the approvals process as an assistant county attorney for Montgomery County before joining Linowes and Blocher as a land use and municipal attorney which will continue on a part-time basis. Stephen takes a visionary approach to development, preparing clients for long-term opportunities that lie over the horizon, as well as working to mitigate or avoid any problems that could prevent them from achieving their goals.
Stephen has been involved in land use and strategic planning dealing with real estate problems his entire career. He interacts frequently with the Executive Branch and County Council for Montgomery County, as well as the Maryland General Assembly, Planning Commission, and WSSC and currently with several other entities in Washington, D.C. and the Virginia Metro area. He also has a deep familiarity with all state and county land use regulations; state tax abatement programs, including TIFS and other special district enabling laws; and eminent domain laws.
Currently, Stephen serves on the ULI National Public Development and Infrastructure Council, was recently chair of the board of trustees for Montgomery College, and now serves on the Montgomery College Life Science Park Foundation board of directors. He also serves on the University of Baltimore Law School Advisory Board and is a honorary director (emeritus) of the Olney Theatre Center for the Arts and recently joined the board of The Community Foundation Advisory Board in (Montgomery Division) as part of The Community Foundation for the National Capital Region in 2013. Steve has received aBachelor of Arts from the University of Maryland as well as a Juris Doctorate from the University of Baltimore Law School. He was admitted to practice law in Maryland, District of Columbia and the 4th District Federal Court of Appeals. Steve taught Land Use Law at George Washington University for 8 years and admitted to the US Court of Claims.
Having previously served as the firm’s Director of Operations, Jamie leverages her deep understanding and knowledge of Fraser Forbes in her role as the Chief Financial and Strategic Officer, where she will concentrate on long-range business planning and execution, exploring new lines of business, and advising the team on mission-critical decisions. Prior to arriving at Fraser Forbes, Jamie was responsible for commercial sales at ADT/Tyco Fire and Securities in Orlando, Florida, where she generated sales volume that placed her in the top 5% of the company. Before joining ADT/Tyco, Jamie worked at Heidt and Associates, a civil engineering and land surveying company based in Tampa, Florida as an Executive Assistant to the Director of Land Surveying.
Tom Bourke has decades of experience in real estate development, and at Fraser Forbes he provides consulting services to clients in project evaluation, acquisition and development. He also represents land buyers and sellers in meeting their land needs based on his most recent experience where he directed land acquisitions and dispositions as Vice President of Winchester Homes, a top builder in the Washington metropolitan area. At Winchester he was directly responsible and involved in the acquisition and development of over 3,500 lots. Tom’s office, retail, and high density residential experience includes leading Winchester Commercial where he developed office and flex-space buildings and parks. Prior to this, he was Vice President for DC Development of the prominent Oliver Carr Company in Washington DC. He was responsible for such projects as Metro Center, the AARP Headquarters, and the completion of the Willard Hotel and Retail complex. His various projects included over 1.5M sf of office space, 50,000 sf of retail and over 450 hotel rooms. Prior to joining Carr, Tom was a Vice President of The Rouse Company - the developer of Columbia MD, Faneuil Hall Marketplace, Harborplace, etc.- where he was a manager of their consulting division which provided urban design and financial/market research services to various cities. His architectural background includes tenure as an Associate at Arthur Cotton Moore/Associates working on the Georgetown Waterfront, Canal Square, the Old Post Office, the Van Ness apartments, etc. He is a graduate of Amherst College and holds a Master of Architecture degree from Harvard University. He was an Adjunct Professor in the George Washington University MBA/Urban Studies program.
Michael LaRue is a native Washingtonian and has witnessed the incredible growth of the Metropolitan area over the last thirty plus years. He brings nearly twenty years of commercial real estate experience with him to Fraser Forbes. Michael is a senior team member with our brokerage and consulting practices, specializing in residential, mixed use and investment properties. He serves the greater MD,VA and DC market place. Michael received his undergraduate degree in Business & Marketing from the University of Maryland and a Masters in Business Administration from the University of Miami in Coral Gables, Florida. Michael received his Florida real estate license in 2000 and, in 2002 and has completed over 50 transactions, totaling $250 million in sales. He became a Broker and opened his own firm in South Florida, where he specialized in raw land for development and build to suit projects. Michael moved back to the D.C. area in 2007 and has since received his Maryland, Virginia and Washington D.C. real estate broker's licenses.
Adam Stackman supports our team as our Director of Research and Analytics for our Land Sales, Financing, Management, and Advisory groups. Adam’s previous work experience is in the real estate industry having worked for Richmond American Homes in the Maryland Division and KB Home in the DC Metro Division for over ten years. With both organizations, Adam took a leading role in pro forma and market research analysis for potential land transactions and for existing communities that spanned sub-markets in both Maryland and Northern Virginia. Such research projects encompassed competitive market analysis reports, county and sub-market overview analysis and reports, resale market analysis as well as transaction memorandum for corporate approvals. Prior to joining Fraser Forbes, he most recently served as a Project Manager with Jansen Land Consulting, a Washington, D.C. based real estate consulting company that provides management services for land entitlement, development and bond release. Adam earned his undergraduate degree from Colgate University with a BA in Economics and a MBA from the University of Maryland, Robert H. Smith School of Business.
Melinda has over 20 years of commercial real estate experience with The Mills Corporation, Western Development and Douglas Development. She has a diverse background including budget management, financial analysis and administrative capabilities which has enabled her to assist with financial statements and budget development. At The Mills Corporation, she was able to see “ground up” developments and was an integral part in their grand opening team for Arundel Mills. While focusing on a “customer first” service approach, Melinda has been able to successfully hold many roles within the organizations for which she has worked. Melinda is a “big picture thinker” and provides strategic administrative support to Mr.Samit and his team. She is a Virginia and District of Columbia Notary Public.
In her capacity as Project Coordinator, Ashleigh will utilize both her Sales and Operations experience to support the Fraser Forbes team. Her expertise in B2C Sales brings a customer-oriented focus to the company’s Sales and Marketing efforts. Additionally, as former Vice President of Operations at Stone Street Capital, a 150+ person specialty finance company, Ashleigh has strong business analytic skills with an emphasis on measuring performance. In addition to her turn in Operations, Ashleigh served as Vice President of Sales for Stone Street, successfully managing their Sales Division for over four years. Early in her career she was recognized as a Top 10 Producer of the Year for Geico Insurance Company’s Northeast Region. Ashleigh holds a Bachelor of Arts from James Madison University.
Kathleen Horten has over 10 years of experience in the Financial field as well as over 5 years of experience in the Consulting field. Having the unique opportunity to work in these two different career paths, she exudes a great problem solving skillset. Due to her background in both finance and administration, Kathleen has a very versatile and able to think quickly on her feet. She possesses excellent customer service skills and always presents a “customer first” attitude. She provides administrative support to Fraser Forbes as well as S&W Investments.
